Capability, Authority, Responsibility

For each operational AI agent the map keeps three questions apart.
- Capability is what the agent can do, as it declares.
- Authority is what it may do: a recorded grant or remitRemitA written list of an agent’s allowed actions, resources and destinations for information. The list states whether it is complete. from a named issuer.
- Responsibility identifies who answers for the result: the accountable ownerAccountable ownerThe person recorded as answerable for a team, service or agent. NovusLens does not assume that this person is also the one who runs it day to day..
The Governance view places each agent’s declarations beside what its sources observed it doing. The gap between them is shown as evidence: an agent acting beyond its declared scope, an agent with authority and no accountable owner, a declared control that the data shows failing.
NovusLens reads these records. It never runs, stops or steers an agent. That control belongs to the runtimeRuntimeThe software that runs a model or agent. A model runtime answers model requests; an agent runtime carries out the customer's agent actions. you already operate.
